Abstract

This Series represents a compilation of the science-based consensus documents developed by the OECD Working Group on the Harmonisation of Regulatory Oversight in Biotechnology since 1995. The consensus documents are prepared by authorities of OECD members and other economies associated with this work. They contain information for use during the regulatory assessment of organisms produced from modern biotechnology - transgenic crops, trees, animals and micro-organisms - intended for release in the environment for agriculture, animal farming, forestry or other purpo650ses. Information relevant to environmental risk assessment (biosafety) includes biology, reproduction, genetics, ecology, and other elements. Knowledge of the traits introduced in the organisms, and their biotechnological developments, is also critical. These documents are of value to applicants for commercial uses of transgenic organisms, to regulators and risk assessors in charge of granting approvals to their environmental release, as well as to the wider scientific community.

Abstract

"Tariffs for industrial products are a key element of the ongoing WTO negotiations. However, rather than clarifying the issues, the framework text agreed on 1 August 2004 leaves considerable uncertainty about the future direction of the talks. According to one view, the negotiations are back at first base, with little progress in evidence since the Fifth WTO Ministerial Conference, held in Cancún. Others see the texts as the basis for an ambitious approach to tariff cutting. The more ambitious proposals imply increased imports, lower tariff revenues, some labor market adjustments and reduced output in some key sectors in some developing regions. Furthermore, the main proposals do not fully resolve problems of tariff escalation and peaks. Proposals that take greater account of the need for special and differential treatment for developing countries seem less threatening and more likely to satisfy the wishes of the growing number of WTO members from developing countries. A successful outcome requires that the main focus be on high tariffs and market entry conditions in respect of products of export interest to developing countries. In addition, some way needs be found to assist some developing countries in coping with the likely adjustment costs of liberalization."--Publisher's description

Abstract

A continuous development in plant biotechnology including gene technology has been observable during the past 20 years. Different methods elaborated with model plants were also applied to forest trees on a larger scale. Whereas in the beginning the meaning of the term “plant biotechnology” embraced a wide variety of meanings like, e. g. , regeneration of plantlets via tissue culture, embryo rescue, somatic embryogenesis and gene transfer, the focus of this term has changed more and more. Nowadays, it is the transfer of genes which comes into mind when plant biotechnology is discussed, including of course the evaluation of all challenges and risks related to gene transfer methods. Compared with annual plants, especially in the field of agriculture, the work and the progress with transgenic trees is still in its infancy. Nevertheless, but often unnoticed by the scientific community, there are a few countries which already allow the commercial use of a restricted number of transgenic tree clones after different critical steps of approval. This and the ongoing improvement in transgenic research in trees led to the idea of preparing a summary of the present state of the art from different points of view. With the help of a number of authors directly or indirectly involved in tree transgenesis, this book was produced.
